De Nederlandsche Bank conducts rehearsal for functioning of Deposit Guarantee Scheme

De Nederlandsche Bank (the Dutch Central Bank, hereinafter DNB) will conduct a small rehearsal on 17 December to test the Deposit Guarantee Scheme for the Caribbean Netherlands in a simulation.

De Nederlandsche Bank is responsible for the implementation of the Deposit Guarantee Scheme which ensures that customers of affiliated banks in the Caribbean Netherlands can be rest assured that their money is safe up to USD 10,000.00 per person, per bank, should anything happen to a bank.

The system is discussed annually on paper in different meetings but now for the first time a rehearsal will be conducted on location. The pretend customers of a bank will visit DNB staff with their documents to register for repayment of the deposits which they hold with the “pretend collapsed bank”.  The DNB uses this rehearsal to ensure that this process runs smoothly should one day a bank actually “collapse”.

Deposit guarantee requirements

According to the Deposit Guarantee Scheme, the residents of Bonaire, St. Eustatius and Saba, are protected up to USD 10,000.00 per person, per bank, in general, if three requirements are met:

  1.  The money is deposited in an account with a bank licenced by the DNB to operate in Bonaire, St. Eustatius or Saba;
  2.  The resident (or company) is registered with the bank as account holder;
  3. The resident has a sedula (or is a company) and legally resides in the Public Entity Bonaire, St. Eustatius or Saba.

De Nederlandsche Bank houdt oefening werking Depositogarantie voor Caribisch Nederland

Op 17 december organiseert De Nederlandsche Bank op Bonaire een kleine oefening om de werking van de Depositogarantie voor Caribisch Nederland in een simulatie te testen.

De Nederlandsche Bank (DNB) is verantwoordelijk voor de uitvoering van de Depositogarantie, dat er voor zorgt dat klanten van aangesloten banken in Caribisch Nederland de zekerheid hebben dat hun geld veilig is tot 10.000 USD per persoon per bank, mocht er iets met een bank gebeuren.

Jaarlijks wordt op papier en in diverse overleggen het systeem doorgenomen, maar nu wordt er voor het eerst een oefening op locatie georganiseerd. Zogenaamde klanten van een bank komen met hun papieren langs bij medewerkers van De Nederlandsche Bank om zich te registreren voor het terug laten betalen van de tegoeden die zij hebben bij de “zogenaamd omgevallen bank”.  Door deze oefening wil DNB ervoor zorgen dat dit proces soepel verloopt, mocht er een keer echt een bank “omvallen”.

Voorwaarden voor depositogarantie

Volgens de Depositogarantie zijn inwoners van Bonaire, Sint Eustatius en Saba beschermd tot 10.000 USD per persoon per bank als in algemene zin aan drie voorwaarden wordt voldaan:

  1. Het geld staat op een rekening bij een bank met een vergunning van DNB op Bonaire, Sint Eustatius of Saba;
  2. De inwoner (of onderneming) staat bij de bank geregistreerd als rekeninghouder;
  3.  De inwoner heeft een sedula (of is een onderneming) en is officieel ingezetene van het openbaar lichaam Bonaire, Sint Eustatius of Saba.
