Vacancy Port Facility Security Officer (PFSO)/Harbour Employee
The port facility security officer is responsible for the development, maintenance and implementation of the port facility plan. This officer is also tasked with conducting security inspections, ensuring compliance with the requirements, rules and regulations, and taking preventative or proactive measures where necessary. The PFSO will also work in close collaboration with the harbour master in deciding whether administrative enforcement, investigation, and/or mediation is required in response to complaints or incidents.
Duties/Responsibilities:
- Developing, maintaining, implementing and administering the port facility security plan;
- Conducting regular security inspections to ensure that adequate security measures are maintained;
- Overseeing the day-to-day security operation of seaport;
- Liaising with ship security offices and organisational security officers;
- Reporting to the competent authorities and keeping records of events that threaten the security of the seaport.
- Collaborating with the security services, as required;
- Ensuring compliance with the standard operating procedures;
- Assisting management with other activities and performing duties of similar or lower ranked positions at the harbour.
Specific Responsibilities/Competencies:
- Developing, maintaining and supervising the implementation of a port facility security plan;
- Assessing security risks, threats, and vulnerabilities;
- Conducting regular inspections of the port facility to ensure that appropriate security measures are implemented and maintained;
- Ensuring security equipment and systems are properly operated, tested, and calibrated;
- Encouraging security awareness and vigilance.
- Good verbal and written skills in Dutch and English.
Specific Requirements:
- Must complete an approved course based on the IMO Model Course 3.21 on Port Facility Security Officer
- Must attend courses to gain knowledge, understanding and proficiency to meet the required training requirements.
Terms of employment
The position is temporary for a trial period of one year, with the prospect of permanent appointment.
The salary scaling is equivalent to scale 8 on the salary scale, with a minimum of $2,697.18 and a maximum of $ 3,773.43 gross monthly, based on a 36-hour work week. This is in accordance with the salary table of the Statia Government dated 12 March 2024. Salary scaling is based on qualification and experience. In addition, this employee will receive a holiday allowance of 8.33% an end-of-year bonus of 8.33% of the annual income.
The successful candidate must provide a certificate of good conduct (VOG) and undergo medical evaluation.
Please note: Appointment to the post of PFSO/harbour employee may include mandatory development and capacity to obtain required certification.
