Working together for a new step in Kingdom relations
Improving the standard of living, caring for and protecting nature and the environment, and working on good education and a more diverse economy. These are the main themes that State Secretary Alexandra Van Huffelen of Kingdom Relations will be working on in the coming years. In a letter sent to the House of Representatives today, she states that cooperation on the basis of equality is the starting point of all her efforts.
In the letter, the State Secretary outlines the opportunities and challenges for the Caribbean part of the Kingdom. She visited all six islands from the 11th to the 24th of February. After these visits, she concluded that the islands each have their own needs and that a tailor-made approach is therefore necessary.
"The islands offer a lot of opportunities if the inhabitants gets the chance to seize them", says the State Secretary. "I see it as my task to support this. Together with the administrators and inhabitants of the Caribbean part of the Kingdom, I want to work hard for that. Of course also with respect for the autonomous position within that same kingdom."
State Secretary Van Huffelen is initially concerned about the poverty she has seen on the islands. "Despite the efforts of previous cabinets, I see that the people of Bonaire, Saba and St. Eustatius still do not notice this enough in their wallets."
In the coalition agreement, it has been agreed that 30 million euros will be structurally available for the Dutch Caribbean, in addition to 35 million euros for the preservation and restoration of nature.
Central to the relationship with the countries of Aruba, Curaçao and St. Maarten, as far as the State Secretary is concerned, is cooperation based on equality. "All three countries are full members of the Kingdom and that is the foundation from which we are working together for the future.
Challenges the countries face in this regard include increasing poverty, lack of implementation power and a rule of law that needs strengthening. "These are tough challenges for which we need to use the strength of the Kingdom. It is up to the countries to find solutions, but they are not alone. That also means that we are committed to sound and honest governance that is committed to safeguarding human rights."
The intention is to further elaborate the plans from the outline letter together with the islands and the ministries involved in the coming months. The Chamber will receive the result of this before the summer.
Samen aan de slag voor nieuwe stap in Koninkrijksrelaties
Het verbeteren van de levensstandaard, zorgen voor en beschermen van natuur en milieu en werk maken van goed onderwijs en een meer diverse economie. Dat zijn voor staatssecretaris Alexandra Van Huffelen van Koninkrijksrelaties de hoofdthema’s waar zij de komende jaren mee aan de slag gaat. In een vandaag verstuurde brief aan de Tweede Kamer meldt zij dat daarbij samenwerking op basis van gelijkwaardigheid het uitgangspunt van al haar inzet vormt.
In de brief schetst de staatssecretaris de kansen en uitdagingen voor het Caribisch deel van het Koninkrijk. Van 11 tot en met 24 februari bezocht zij alle zes eilanden. Zij constateert na die bezoeken dat de eilanden ieder hun eigen behoeften hebben en dat er dus een aanpak op maat nodig is.
“De eilanden bieden ontzettend veel kansen als de bewoners de kans krijgen die te grijpen”, stelt de staatssecretaris. “Ik zie het als mijn opdracht om daarbij te ondersteunen. Ik wil samen met de bestuurders en inwoners van het Caraïbische gedeelte van het koninkrijk daar hard voor gaan werken. Uiteraard ook met respect voor de autonome positie binnen datzelfde koninkrijk.”
Staatssecretaris Van Huffelen maakt zich in eerste instantie zorgen om de armoede die zij op de eilanden heeft gezien. “Ondanks de inspanningen van vorige kabinetten constateer ik dat de mensen op Bonaire, Saba en Sint-Eustatius dat nog onvoldoende merken in de portemonnee.”
In het regeerakkoord is afgesproken dat er voor Caribisch Nederland 30 miljoen euro structureel beschikbaar is, naast 35 miljoen euro voor het behoud en herstel van de natuur.
Centraal in de relatie met de landen Aruba, Curaçao en Sint Maarten staat wat de staatssecretaris betreft samenwerking op basis van gelijkwaardigheid. “Alle drie de landen zijn volwaardig onderdeel van het Koninkrijk en dat is het fundament van waaruit we samen werken voor de toekomst.“
Uitdagingen waar de landen daarbij voor staan zijn onder meer de toenemende armoede, gebrek aan uitvoeringskracht en een rechtstaat die versterking nodig heeft. “Dat zijn stevige uitdagingen waarvoor we de kracht van het Koninkrijk moeten benutten. De landen zijn aan zet om werk te maken van oplossingen maar ze staan daarbij niet alleen. Dat betekent ook dat we ons inzetten voor deugdelijk en integer bestuur dat zich inzet voor waarborging van mensenrechten.”
Het is de bedoeling om de plannen uit de hoofdlijnenbrief de komende maanden samen met de eilanden en de betrokken ministeries verder uit te werken. Het resultaat daarvan ontvangt de Kamer voor de zomer.
