Land Affairs Officer

Tasks and Responsibilities
Good land management helps residents, businesses and public organisations make responsible use of the space available on Sint Eustatius. As our Land Affairs Officer (Medewerker Grondzaken), you help ensure that government-owned land is managed carefully, agreements are clear and land records are reliable.
In this role, you combine land administration with practical advice and contact with the community. You process applications for long lease rights (erfpacht), rental and use of government land. You guide applicants through the process, prepare agreements and monitor how land is used. Your work contributes directly to transparent decisions and the responsible development of Statia.
You work closely with colleagues within the Economy, Nature & Infrastructure (ENI) directorate, policy advisers, the Cadastre, notaries and surveyors. You also serve as a point of contact for residents, entrepreneurs and other stakeholders.
In addition, your tasks include:
Maintaining accurate, complete and up-to-date government land records, parcel information and case files.
Processing applications for long lease rights, rental, use, transfer and allocation of government-owned land.
Preparing decisions, agreements, correspondence and practical advice on land affairs and the implementation of land policy.
Monitoring compliance with lease, rental and land-use agreements, carrying out site inspections and reporting unauthorised use.
Answering questions from residents and businesses and coordinating with the Cadastre, notaries, surveyors and other relevant organisations.
Improving and digitising land administration processes to make information more accessible and reliable.
Contributing to spatial planning, infrastructure and land development projects, and representing land affairs in multidisciplinary meetings.
Preparing quarterly reports, management information and progress updates.
Employment Conditions
The selected candidate may receive:
- Temporary employment for a trial period of one year, with the prospect of permanent employment.
- Salary: Scale 9, gross monthly between $3,772.92 – $5,061.23 (36-hour workweek)
- Working hours: Full-time, 36 hours per week.
- Allowances: Holiday allowance of 8.33% and an end-of-year bonus of 8.33% of the annual salary.
- 182 holiday hours per year pro rata based of a 36-hour working week.

Additional requirements
An assessment, case, and/or reference check may be part of the procedure. The selected candidate must provide a certificate of good conduct (VOG) and undergo medical evaluation for inclusion in the pension fund.

A preference will be given to candidates who are locally based.

Job requirements
Higher professional education (HBO) working and thinking level;
A completed degree in the field of Spatial Planning, Surveying, Law, Real Estate, Public Administration, Construction Engineering, or a comparable field;
Demonstrated experience in land affairs, real estate management, domain management, permitting, or similar activities;
Experience with administrative processes and case file management;
Knowledge of relevant legislation and regulations, or the ability and willingness to quickly acquire this knowledge;
Experience with GIS systems, parcel registrations, or cadastral systems is an advantage;
Strong advisory skills;
Good command of the Dutch and English languages, both verbally and in writing;
A valid driver’s license (category B) is an advantage.
