Statia Government Hosts Strategic Dialogue on Cyber Resilience and Security

The Statia Government recently hosted a working session on cyber security and digital resilience. The session, convened by Crisis Manager Andre Bennett, brought together several members of the Emergency Support Function (ESF) team. The meeting was led by Chantal Bennink, Policy Advisor Cybersecurity, and David Willems, Strategic Advisor Cybersecurity, both from the Dutch Ministry of Internal Affairs.

The discussion focused on cyber resilience, cyber security, and digitalisation linking technical infrastructure, human behaviour, and crisis management. Participants examined the vulnerabilities of critical services such as electricity, water, and telecommunications, and discussed the potential impact of cyber incidents on society.

It was noted that while the European part of the Netherlands is heavily digitalised and governed by frameworks such as the NIS2 directive (European Union law), these regulations do not currently apply to the Dutch Caribbean. As a result, there is a need for region-specific plans and strategies that address local realities.

The session also emphasised the importance of gaining structured insight into digital vulnerabilities across the Dutch Caribbean. While some information may exist, it has not yet been collected and analysed in a systematic way. This lack of structured data was identified as a key challenge in building cyber resilience.

Participants also discussed the need to raise awareness across public and private sectors, strengthen cooperation between crisis and cyber security teams, and begin integrating digital risks into ongoing planning processes.

The Ministry team confirmed that research is underway to examine how the Dutch Caribbean fits within the broader national cyber security structure. Plans are also being developed to support local efforts, including training, awareness campaigns, and opportunities for enhanced coordination.
