The Public Entity Sint Eustatius (OLE) intends to initiate a tendering procedure for the road on Theodore A.M. Pandt Road, better known as Airport Boulevard APB. In preparation for this Phase 2 tender, the OLE is organizing a market consultation. Through this consultation, the OLE aims to gain insight into the market capacity, technical expertise, financial capacity, and execution capabilities of potential road construction contractors. With this announcement, the OLE invites interested and qualified road builders to express their interest. During this tender, the use of local contractors is encouraged. This is further elaborated in the award criteria.
Purpose of the market consultation
The market consultation aims to:
- to gain insight into the availability of suitable contractors;
- to assess the technical and financial capacity of market parties;
- to gather relevant market information for the procurement strategy.
The market consultation does not constitute a tender, and no rights can be derived from participation.
Requested information
Interested parties are requested to provide the following information:
- Extract from the Chamber of Commerce, not older than three (3) months;
- List of reference road construction projects in the Caribbean
- chart of the company;
- Curriculum Vitae (CV) of the staff who will be responsible for the planning and quality assurance of this project;
- Financial annual reports for the past three (3) financial years, signed by a certified public accountant;
- Statement from the Tax Authorities showing that the contractor has fulfilled his tax obligations;
- CV of the prospective contractor demonstrating that similar road construction projects have been successfully completed;
- List of intended subcontractors, including relevant technical references.
All documents must be submitted in English.

No later than 12 June 2026 at 16:00 AST (UTC−4), Sint Eustatius local time.
Submissions after this time will not be processed.
Further information
The publication of the Request for Tender will take place 2 weeks after the submission date of the market consultation.
