The Public Entity Sint Eustatius (OLE) intends to initiate a procurement procedure for the hiring of temporary staff services to meet temporary personnel needs at MBO (vocational), HBO (applied sciences), and WO (university) levels. In preparation for this procurement, OLE is organizing a market consultation. Through this consultation, OLE aims to gain insight into market capacity, fee structures, implementation possibilities, and risks.
Purpose of the market consultation
The market consultation aims to:
- Inventory available temporary employment agencies with experience in Caribbean Netherlands;
- Gain insight into common fee structures per education level;
- Assess feasible delivery times and replacement options;
- Gain insight into the feasibility of this procurement;
- Inventory the financial capacity of market parties;
- Collect relevant market information for the procurement strategy;
- Assess contractual points of attention.
This market consultation does not constitute a procurement and no rights can be derived from it.
Scope of the assignment
The intended procurement relates to:
- Flexible hiring of personnel at MBO, HBO, and WO levels;
- Deployment within various policy and implementation departments;
- Temporary assignments ranging from several weeks to a maximum of 12 months;
- Possible extensions depending on need.
Requested information
Interested parties are requested to provide the following information:
- Extract from the Chamber of Commerce (maximum 3 months old);
- Organizational chart of the company;
- Description of the recruitment and selection process;
- Indicative hourly rates (USD) for MBO, HBO, and WO levels;
- Overview of reference projects within the public sector;
- Description of experience within Caribbean Netherlands;
- Financial indicators or annual reports (last 3 years).
All documents must be submitted in Dutch or English.
