Vacancy Licensing Employee

As licensing authority, you fall within the Directorate of Economy, Nature and Infrastructure (ENI). The Directorate of ENI works on economic development, the improvement of infrastructure and the maintenance of public space. Think, for example, of themes such as waste management, the development of agriculture and fisheries. The directorate also issues permits and supervises the enforcement of nature conservation. The common goal is to create economic opportunities through infrastructure development and conservation. When doing the work, the interests of residents, biodiversity and businesses are considered. In this way, the directorate is building a balanced and sustainable future for Statia together.  

Job description

In this role, you will independently handle applications for building & environmental permits and assess them against the relevant laws and regulations, such as the Spatial development Plan, the Building Decree, BES CODE and VROM BES. You are the point of contact for applicants and parties involved and contribute to the improvement of our services. You form part of the unit licenses, supervision and enforcement team.

Your main responsibilities

  • Assesses and reviews the content and information of the licensing request;
  • Advises applicants and seeks coordination with the applicant;
  • Prepares the granting of permits in accordance with the conditions of the permit;
  • Notifies and records changes to applications;
  • The substantive assessment and handling of building permit applications in accordance with the applicable laws and regulations, such as the zoning plan, safety regulations and the Building Decree.
  • You are responsible for the smooth running of the permit processes including the administrative processing hereof;
  • You Monitor the progress of permit processes within the legal deadlines.

Specific job requirements

  • You have a MBO 4 working and thinking level in Architecture, Spatial Planning, and/or Construction;
  • At least 3 years of work experience in construction, structural engineering;
  • Extensive experience with the Environment and Planning Act is an advantage;
  • Knowledge of the procedures and legislation related to the construction of buildings and building permits;
  • Excellent communication skills and a problem-solving attitude.

Terms of employment

The position is temporary for a trial period of one year, with a prospect of permanent employment. The salary scaling is equivalent to scale 8 on the salary scale, with a minimum of $2,697.18 to a maximum of $3,773.43 gross monthly, based on a 36-hour work week. This is in accordance with the salary table of the Statia Government dated 12 March 2024. Salary scaling is based on qualification and experience. In addition, this employee will receive a holiday allowance of 8.33% and an end-of-year bonus of 8.33% of the annual income. The successful candidate must provide a certificate of good conduct (VOG) and undergo medical evaluation.

  • An MBO in architecture, spatial planning, and/or construction
  • A minimum of three years’ work experience in construction or structural engineering
  • Knowledge of the procedures and legislation related to building permits and the construction of buildings  
  • Excellent communication and problem-solving skills
  • Extensive experience with the environment and planning act would be an asset

The position is temporary for a trial period of one year, with the prospect of permanent appointment.  The salary scaling is equivalent to scale 8 on the salary scale, with a minimum of  $2,568.74 and a maximum of $3,593.74 gross monthly, based on a 36-hour work week. This is in accordance with the salary table of the Statia Government dated 1 January 2023. Salary scaling is based on qualification and experience. In addition, this employee will receive a holiday allowance of 8.33 per cent an end-of-year bonus of 8.33 per cent of the annual income.

The successful candidate must provide a certificate of good conduct (VOG) and undergo a medical for inclusion in the pension fund.
