The Public Entity Sint Eustatius (OLE) carries out both municipal and provincial tasks on this special municipality of the Netherlands. As a Domeinbeheerder (Land Affairs Employee), you are responsible for the management of government-owned land and the related administrative, operational, and advisory activities. You ensure that the land administration is reliable, accurate, and up to date, and you process applications related to long lease agreements (erfpacht), rental, use, and allocation of government-owned land.

You will work closely with colleagues within the Economy, Nature & Infrastructure (ENI) directorate, policy advisors, the Cadastre, notaries, surveyors, residents, entrepreneurs, and other stakeholders.

Tasks and Responsibilities

  • Managing, updating, and monitoring the government land register and related administration;
  • Processing applications for long lease agreements, rental, use, transfer, and allocation of government-owned land;
  • Preparing decisions, agreements, advice, correspondence, and administrative reports;
  • Monitoring long lease, rental, and use agreements and ensuring compliance with contractual obligations;
  • Acting as the first point of contact for residents, businesses, and other stakeholders regarding government land matters;
  • Maintaining contacts with the Cadastre, notaries, surveyors, and other relevant organizations;
  • Conducting site inspections and monitoring the use of government-owned land;
  • Identifying and reporting unauthorized use of government land;
  • Contributing to the further professionalization and digitalization of the government land administration;
  • Providing substantive input for spatial developments and land-related matters;
  • Participating in multidisciplinary projects related to land development, infrastructure, and area development;
  • Representing Domain Affairs in project groups and meetings;
  • Preparing quarterly reports, management information, and progress reports;
  • Supporting the implementation of land policy and providing practical, execution-oriented advice.

Employment Conditions

The selected candidate may receive:

  • Temporary employment for a trial period of one year, with the prospect of permanent employment.
  • Salary: Scale 9, gross monthly between $3,772.92 – $5,061.23 (36-hour workweek)
  • Working hours: Full-time, 36 hours per week.
  • Allowances: Holiday allowance of 8.33% and an end-of-year bonus of 8.33% of the annual salary.
  • 182 holiday hours per year pro rata based of a 36-hour working week.

Additional requirements

An assessment, case, and/or reference check may be part of the procedure. 

The selected candidate must provide a certificate of good conduct (VOG) and undergo medical evaluation for inclusion in the pension fund.

  • Residents of the Caribbean part of the Netherlands

A preference will be given to candidates who are locally based.

More information

Higher professional education (HBO) working and thinking level;

  • A completed degree in the field of Spatial Planning, Surveying, Law, Real Estate, Public Administration, Construction Engineering, or a comparable field;
  • Demonstrated experience in land affairs, real estate management, domain management, permitting, or similar activities;
  • Experience with administrative processes and case file management;
  • Knowledge of relevant legislation and regulations, or the ability and willingness to quickly acquire this knowledge;
  • Experience with GIS systems, parcel registrations, or cadastral systems is an advantage;
  • Strong advisory skills;
  • Good command of the Dutch and English languages, both verbally and in writing;
  • A valid driver’s license (category B) is an advantage.
