Also present at the meeting were Mr Stephan Sjouke, Head of International Affairs, and Ms Gaby von Maltzahn-van Viersen, Senior Adviser and Coordinator for the Caribbean Netherlands. Governor Francis was accompanied by the Chief of Cabinet, Ms Leona Romeo.
The discussion focused on five outstanding Ombudsman cases involving the Public Entity Sint Eustatius. An update was provided on the status of each case and the steps being taken to bring the matters to a clear conclusion.
The handling of the complaints has experienced a backlog, partly due to limited capacity within the responsible committee. This has affected the time required to review the cases, complete the necessary procedures and provide final responses.
Although the cases concern different matters, they share an important principle: residents must be able to trust that their complaints will be heard, properly addressed and followed by a timely response.
The discussion therefore extended beyond the individual cases to consider how complaint handling can be strengthened throughout the organisation, how the responsible committee can be better supported and how recurring delays can be prevented.
A clear procedural route has now been identified for each of the five cases. The next step is to ensure that every case is assigned to a responsible department, accompanied by a concrete action and a realistic timeframe. The Governor’s Cabinet will monitor progress more closely to help ensure that cases are not left pending without clear ownership or follow-up.
“Behind every complaint is a person waiting for clarity,” Governor Francis stated. “It is not enough to acknowledge a concern or place it into a procedure. People must also see that the matter is moving forward and that, ultimately, a decision is made.”
The discussion was also linked to the wider message of moving “From Paper to Practice”. Decisions, policies and procedures must not only be appropriate on paper; they must also be workable in practice and lead to tangible results for the people they are intended to serve.
