To all residents, property owners, and businesses on Sint Eustatius:
The Public Entity of Sint Eustatius hereby informs the public of the legal obligations regarding property maintenance as outlined in the Bouwverordening Sint Eustatius 2022 (A.B. 2022 no. 16). Regular inspections will be conducted to ensure compliance.
Property Maintenance Responsibilities
Buildings and Structures
- Must be properly maintained to prevent danger to health or safety.
(Article 5 – Maintenance of Structures) - Must not attract or harbor harmful or nuisance pests.
(Article 6 – Harmful or Nuisance Vermin)
Yards and Open Lots
- Must be kept in a proper state of upkeep, in line with their intended use.
(Article 7, section 1– Maintenance of Open Yards and Grounds) - Must not pose a risk to public health or safety due to:
- Wetness or swampiness
- Unpleasant odors
- Pollution
- Uncontrolled vegetation
- Presence of harmful or nuisance pests

Prohibited Activities and Nuisance
It is prohibited to engage in or allow activities on or against a structure, or on an open yard or site, that:
- Cause nuisance or health hazards to others
- Create harmful or troublesome unpleasant odors, dust, excessive noise or vibration
- Cause pollution or support harmful or nuisance pest nesting
(Article 8 – Nuisance)
Upcoming Inspections
In accordance with Article 28, designated inspectors will carry out routine inspections across the island. These inspections are legally authorized and intended to ensure that all premises comply with the above requirements.
Non-compliance may lead to enforcement, including:
- Official warnings
- Orders for corrective actions
- Fines or legal action
