Launched at the start of 2026 as part of Phase 2 of the broader Blue Circle Project, the works significantly strengthen the island's climate resilience by diverting heavy rainwater runoff away from vulnerable downhill residential areas.
To manage runoff originating from Rosemary Lane and John A. Spanner Road, contractors installed new drainage box systems at the Rosemary Lane–Mint Road junction and outside the Buzzy Bees Daycare Centre. These systems capture heavy surface water and route it through a drainage ditch into two purpose-built infiltration ponds behind the Emergency Operations Centre (EOC).
By intercepting runoff from the slopes of the Quill before it flows down Kerkweg towards Lower Town, the new network prevents severe soil erosion and reduces local flooding risks.
The project was managed by representatives of the Programme Project Management Office (PPMO) and the Directorate of Economy, Nature and Infrastructure (ENI), with Statia Roads & Construction serving as the main contractor. The initiative was supported by the Ministry of Infrastructure and Water Management (I&W).
Commissioner Leerdam, whose portfolio includes infrastructure development and erosion mitigation, welcomed the completion of the project and highlighted its long-term importance for the community. He also acknowledged the collective efforts of all stakeholders involved, reaffirming the government's commitment to investing in infrastructure that supports the island's sustainable development.
