Protecting Statia's Heritage

St. Eustatius is widely recognized within the Caribbean as a historical gem, distinguished by its rich and well-preserved natural and cultural heritage. The preservation of this heritage is a shared responsibility of the community, as each generation determines what is of value to protect for the future.

In addition to its cultural significance, heritage preservation contributes to the island’s economic development. With limited beach tourism, St. Eustatius’ natural environment and historical assets represent key drivers for sustainable tourism and community benefit.

While the Spatial Development Plan (Ruimtelijk Ontwikkelingsplan St. Eustatius 2023) provides a degree of protection for heritage assets, it does not confer formal legal monument status. This gap is addressed with the enactment of the Monuments Island Ordinance (Monumenteneilandsverordening St. Eustatius 2020), which enables the legal protection of individual monuments and archaeological sites.

An important entity for the implementation of the Monuments Ordinance is the Monuments Council.

Reinstatement of the Monuments Council

The Public Entity St. Eustatius hereby announces the reinstatement of the Monuments Council, in accordance with the Monuments Island Ordinance (2020) and the Island Decree on the Monuments Council of St. Eustatius. This step underscores the commitment of the Public Entity to the protection, preservation, and responsible management of the island’s unique monuments, archaeological sites, and cultural landscape, which are of great significance to the history, identity, and heritage of the island.

The Executive Council is seeking interested and qualified persons to serve as:

  • Chairperson

  • Secretary

  • Treasurer

  • Council Members (2 positions available)

Tasks and Responsibilities

Role of the Monuments Council

The Monuments Council will serve as an independent advisory body to the Executive Council, providing expert guidance on matters related to the designation, protection, restoration, and management of historic buildings and archaeological heritage on St. Eustatius. Through its work, the Council will contribute to ensuring that spatial development and heritage conservation are carefully balanced, safeguarding the island’s cultural landscape for present and future generations.

Members of the Monuments Council perform their duties independently, impartially, and committed to the sustainable protection of St. Eustatius’ cultural heritage.

Employment Conditions

Required Skills and Competencies

1. Chairperson

Profile: The Chairperson provides overall leadership and direction to the Monuments Council. This individual ensures that meetings are conducted in an orderly, transparent, and impartial manner and that advice to the Executive Council reflects balanced and well-reasoned consideration. The Chairperson serves as the primary liaison between the Council and the Executive Council.

Criteria:

  • Demonstrated experience in leadership or governance, preferably within the public sector or a heritage-related institution.

  • In-depth knowledge of cultural heritage, monuments, or historical preservation.

  • Strong understanding of Statia’s historical context, built heritage, and cultural identity.

  • Excellent communication and facilitation skills, with the ability to summarize complex discussions clearly.

  • Proven record of impartial decision-making and maintaining neutrality in diverse discussions.

  • Commitment to confidentiality, transparency, and procedural fairness.

2. Secretary

Profile: The Secretary manages all administrative, procedural, and correspondence tasks of the Council. This includes preparing meeting agendas, distributing documents, recording minutes, maintaining the Council’s records, and ensuring that advice and recommendations are properly transmitted to the Executive Council. The Secretary supports continuity and institutional memory for the Council.

Criteria:

  • Educational background or experience in administration, policy, heritage coordination, or communication.
  • Excellent organizational and written communication skills.
  • Proficiency in record-keeping, document management, and meeting preparation.
  • Familiarity with governmental procedures, reporting requirements, and confidentiality standards.
  • Ability to coordinate effectively

3. Treasurer

Profile: The Treasurer is responsible for ensuring financial accountability related to the Council’s activities and for monitoring the use of any funds linked to heritage conservation projects or grants under the Council’s advisory scope. The Treasurer assists in reviewing financial implications of proposals submitted for advice and ensures compliance with the Public Entity’s financial policies.

Criteria:

  • Basic knowledge or experience in finance, administration, or record-keeping;
  • Organized and detail-oriented, with the ability to maintain simple financial logs or reports;
  • Reliable and transparent in handling reimbursements or small expenditures;
  • Able to collaborate closely other departments.
  • Demonstrates integrity and accountability in all financial matters.

4. Members

Profile: Members of the Monuments Council contribute their professional knowledge and independent judgment in advising on all matters concerning the identification, designation, preservation, restoration, and maintenance of monuments on St. Eustatius. Collectively, the members should reflect a balance of technical, historical, cultural, legal, and planning expertise.

Incompatibility and Eligibility Requirements

As stated in Article 7 of the Islands Decree on the Monuments Council Sint Eustatius 2020, the following persons cannot be appointed:

  1. Members of Parliament and members of the Council of Advice;
  2. Ministers and State Secretaries;
  3. Members or employees of the General Audit Chamber;
  4. Island Council Members and Commissioners;
  5. Civil servants employed at the Unit Public Works and Services, the Directorate of Economy, Nature and Infrastructure (ENI), or Domain Management of the Public Entity St. Eustatius;
  6. Any board member or director of the St. Eustatius Monument Foundation;

Core Criteria (collective expertise): Members should collectively represent one or more of the following disciplines:

  • History, Archaeology, or Art/Cultural Studies: for interpretation of the island’s heritage value and authenticity.

  • Heritage Law and Policy: for understanding the legal framework, heritage regulations, and permit procedures.

  • Monument Conservation and Restauration, Architecture, or Archaeology: for assessing restoration methods and conservation integrity.

  • Cultural Landscape Management and Spatial Planning: for evaluating structural integrity, design, and spatial impact of proposed works.

  • Tourism and Cultural Development: for linking heritage preservation with sustainable tourism that benefits the local community while showcasing the island’s historic landscapes.

Optional Technical Expertise: The Council may also consult or include members with knowledge in:

  • Fire safety and electrical engineering;

  • Structural stability and building inspection;

  • Environmental impact or material preservation;

  • Archaeology and historical research.

External specialists may be invited when specific expertise is required for site evaluations or restoration projects.
