The Public Entity Sint Eustatius (OLE) carries out both municipal and provincial tasks on this special municipality of the Netherlands. The Bureau Bestuursondersteuning (BBO) supports the Executive Council and the Island Secretary in the preparation, coordination and implementation of policy and administrative decision-making.

As a Policy Adviser within BBO, you play an important role in analysing policy developments, preparing policy advice and supporting the Executive Council in politically and administratively sensitive matters. You work closely with the Island Secretary, the Head of BBO and various internal and external stakeholders.

This role requires strong analytical skills, political sensitivity and the ability to translate complex developments into clear policy advice and actionable proposals.

Tasks and Responsibilities

Policy development and advisory:

  • Analyse social, political and administrative developments relevant to the island government and translate these into policy advice.
  • Develop policy proposals, advisory notes and briefing documents for the Executive Council and Island Secretary.
  • Assess the feasibility and implications of policy proposals and contribute to strategic decision-making.
  • Contribute to the development, implementation and evaluation of policies and regulations.

Administrative and strategic support:

  • Prepare and coordinate administrative decision-making processes.
  • Support the Executive Council in negotiations, consultations and cooperation with ministries, public entities and other stakeholders.
  • Monitor the implementation of policy decisions and report on progress and results.
  • Contribute to the preparation of policy documents, reports and presentations for administrative meetings.

Coordination and projects:

  • Participate in or coordinate policy projects and multidisciplinary working groups.
  • Ensure alignment between different organisational units and external partners.
  • Monitor project progress, planning, quality and outcomes.

Stakeholder engagement:

  • Maintain professional relationships with internal and external stakeholders including ministries, other public entities and partner organisations.
  • Represent the organisation in consultations, working groups and project meetings where relevant.

Employment Conditions

The selected candidate may receive: 

  • Temporary employment for a trial period of one year, with the prospect of permanent employment.
  • Salary: Scale 12, gross monthly between $5,500.99 – $6,884.96 (36-hour workweek).
  • Working hours: Full-time, 36 hours per week.
  • Allowances: Holiday allowance of 8.33% and an end-of-year bonus of 8.33% of the annual salary.
  • 182 holiday hours per year pro rata based of a 36-hour working week.

What is also important to know:

An assessment, case, and/or reference check may be part of the procedure. The selected candidate must provide a certificate of good conduct (VOG) and undergo medical evaluation for inclusion in the pension fund.

  • Strong communication and writing skills.
  • Ability to work independently while collaborating effectively with different stakeholders.
  • Organisational awareness and ability to navigate complex governance structures.
  • Clear communication skills in both English and Dutch (verbal and written);

     

More information

  • Completed academic degree or academic working and thinking level (for example in Public Administration, Law, Political Science or a related field).
  • A minimum of 5 years of relevant work experience in policy development or advisory roles within a governmental or public sector environment.
  • Experience working in a politically sensitive or administrative environment is considered an advantage.
  • Affinity with the governance context of the Caribbean Netherlands or willingness to quickly build knowledge in this area.
