Regulates the right of Island Council members to request administrative assistance and outlines how that support must be provided by the griffier (registrar) or civil service staff.

Strengthens COVID-19 measures by introducing a curfew from 19:00 to 06:00, banning all gatherings and events (including weddings and government meetings), and requiring face masks and 1.5-metre distancing. Repealed and replaced by AB 2020 no 45.

Reintroduces strict COVID-19 restrictions in response to three new infections on the island: two imported and one of unknown origin. It limits gatherings to fewer than 15 people, closes non-essential businesses (including bars and gyms), and requires social distancing and face masks in public. Schools and childcare services are suspended except for children of essential workers. Entry to the island is prohibited for non-residents, and quarantine rules are enforced. Repealed and replaced by AB 2020 no 39.

It sets clear guidelines for applying for event permits, categorises events by size, and introduces rules about noise, littering, public health, alcohol sales, security, and sanitation.
