Regulates the right of Island Council members to request administrative assistance and outlines how that support must be provided by the griffier (registrar) or civil service staff.

It limits gatherings to fewer than 15 people, closes non-essential businesses (including bars and gyms), and requires social distancing and face masks in public. Schools and childcare services are suspended except for children of essential workers. Entry to the island is prohibited for non-residents, and quarantine rules are enforced.
