The Public Entity Sint Eustatius (OLE) carries out both municipal and provincial tasks on this special municipality of the Netherlands. Tasks and Responsibilities

As Director of Economy, Nature and Infrastructure (ENI), you provide strategic leadership to the following units:

  • Public Works and Services

  • Permits, Supervision and Enforcement (VTH)

  • Veterinary Services

  • Planning and Policy

As a member of the Management Team, you contribute to the organisation's strategic direction and are responsible for translating organisational objectives into the policies and operations of your directorate. You oversee the effective management of the directorate, ensure sound operational performance, and are accountable for the allocation of resources within the departmental budget. You report directly to the Island Secretary.

You will also maintain strong working relationships with key governmental partners, including the Dutch Ministry of Infrastructure and Water Management (I&W), the Ministry of Agriculture, Fisheries, Food Security and Nature (LVVN), and the Ministry of Economic Affairs (EZ).

Your responsibilities include:

  • Providing leadership to the directorate and coaching the Unit Managers.

  • Developing annual and multi-year policy and management plans, ensuring their implementation and reporting on progress.

  • Overseeing the directorate's operations, planning and coordination.

  • Monitoring internal and external developments relevant to the directorate.

  • Translating the organisation's strategic objectives into departmental policy.

  • Initiating, coordinating and evaluating policy development and implementation.

  • Advising the Island Secretary and the Executive Council on matters relating to the directorate's portfolio.

  • Reporting periodically to the Island Secretary and, where required, to the Executive Council.

  • Representing the Public Entity in consultation and advisory bodies.

  • Negotiating contracts, grants, partnership agreements and working arrangements with external organisations, suppliers and government agencies.

Employment Conditions

The selected candidate may receive:

  • Temporary employment for a trial period of one year, with the prospect of permanent employment.
  • Salary: Scale 13, gross monthly between $6,742.17 – $8,202.26 (36-hour workweek).
  • Working hours: Full-time, 36 hours per week.
  • Allowances: Holiday allowance of 8.33% and an end-of-year bonus of 8.33% of the annual salary.
  • 182 holiday hours per year pro rata based of a 36-hour working week.

Required Skills and Competencies

  • A completed Master's degree (WO level), preferably in Management, Economics, Infrastructure or a related field.

  • A minimum of five years' management experience in a comparable leadership position.

  • Experience working within a politically and administratively sensitive environment.

  • Demonstrable experience in, or affinity with, one or more of the following fields:
  1. Economy

  2. Public Works and Services

  3. Permits, Supervision and Enforcement (VTH)

  4. Veterinary Services  

Required Skills and competencies

· Excellent communication skills in both English and Dutch, spoken and written.

· Strong leadership skills with the ability to coach, motivate and develop others.

· A strategic outlook with the ability to translate long-term objectives into practical policy and organisational results.

· Strong analytical skills, enabling you to identify priorities and make sound judgements in complex situations.

· Decisiveness and confidence in making well-considered strategic decisions, even in uncertain circumstances.

· Political and organisational awareness, with the ability to anticipate developments and respond appropriately.

· Excellent interpersonal skills with an open, approachable and collaborative leadership style.
