The Public Entity Sint Eustatius (OLE) carries out both municipal and provincial tasks on this special municipality of the Netherlands. Tasks and Responsibilities

Responsible procurement helps OLE use public funds effectively and deliver services and projects for the community. As Procurement Officer, you guide the purchase of works, goods and services. You ensure that procurement processes are fair, transparent and in line with applicable policies and regulations.

You advise budget holders, contract owners and management on their procurement needs. You translate these needs into a practical approach, from exploring the market to selecting a supplier and handing over the contract.

Your role combines practical support with independent advice and oversight. You help colleagues find workable solutions while safeguarding integrity, compliance and value for money. Working in Statia’s small market requires careful supplier relationships, local market awareness and professional independence.

Your main responsibilities include:

  • Independently manage procurement processes for works, goods and services. Review requests and advise on suitable procedures, market approaches and realistic timelines.
  • Research the market and advise on suppliers, prices, market developments and procurement risks.
  • Prepare and review requests for quotations, selection and award criteria, and other procurement documents. Organise quotation procedures and conduct or support supplier negotiations within the applicable rules.
  • Support objective quotation assessments, prepare comparison and evaluation matrices, and provide clear recommendations for contract awards.
  • Advise colleagues on procurement questions. Identify approaches that do not meet the rules and propose practical, compliant alternatives.
  • Monitor compliance with procurement policies, budgets, delegated authority and relevant legislation. Address conflicts of interest, improper influence and deviations from policy, while safeguarding the separation of responsibilities.
  • Maintain complete and auditable procurement records. Ensure that approvals are obtained before commitments are made, support audits and recommend improvements to procurement processes.
  • Work with Finance, contract management and contract owners on budgets, contract terms, risks and handovers. Advise on renewals and new procurement procedures.

Employment Conditions

The selected candidate may receive: 

  • Temporary employment for a trial period of one year, with the prospect of permanent employment.
  • Salary: Scale 10, gross monthly between $4,325.05 – $5,613.36 (36-hour workweek). 
  • Working hours: Full-time, 36 hours per week.
  • Allowances: Holiday allowance of 8.33% and an end-of-year bonus of 8.33% of the annual salary.
  • 182 holiday hours per year pro rata based of a 36-hour working week.

Required Skills and Competencies

Job Requirements 

 

  • Ability to work and think at higher professional education level (HBO).
  • NEVI 1 Publiek or a demonstrably equivalent qualification in public procurement.
  • Demonstrable relevant procurement experience within the public sector, including independently managing procurement and quotation procedures.
  • Experience preparing and reviewing procurement documents and contract award recommendations, and advising internal clients, budget holders or management.
  • Knowledge of public procurement principles, market approaches, supplier selection, basic contract principles and commercial terms.
  • Knowledge of integrity, conflicts of interest, separation of responsibilities, and financial and administrative decision-making within government organisations.
  • Knowledge of procurement records, internal controls and audit trails.
  • Knowledge of the administrative and financial context of the public entities in the Caribbean Netherlands, including relevant aspects of WolBES and FinBES, is a strong advantage.

  • Communication: You explain complex procurement matters clearly and communicate effectively in both English and Dutch, verbally and in writing.
  • Organisational awareness: You understand the public responsibilities of OLE and can handle competing interests, resistance and the challenges of a small supplier market.

An assessment, case, and/or reference check may be part of the procedure. The selected candidate must provide a certificate of good conduct (VOG) and undergo medical evaluation for inclusion in the pension fund.
