PPMO

The Programme and Project Management Office (PPMO) was established in July 2021 by the Public Entity Sint Eustatius. This office is responsible for the preparation and implementation of various programs and projects. These initiatives are the result of the joint priorities of the Public Entity and the national government.

PPMO currently implements around 35 projects on behalf of the various directorates of the Public Entity with a total value exceeding USD 130 million. The focus of these programs and projects is in a variety of areas, including:

 

  • New school buildings & extensions

  • Repair and replacement of roads

  • Implementation of anti-erosion measures

  • Cliff stabilization

  • Port Renovation & Development

  • Renovation and new construction of social housing

  • Implementation of the Nature and Environment Policy Plan

Tasks and Responsibilities

As Project Manager Civil Engineering, you have a challenging role in which you are responsible for managing various projects. You will be working in the Program and Project Management Office (PPMO). Here you will oversee several large projects such as the new construction of 36 social housing units, extensions of existing schools as well as the construction of a completely new Out of School building on Sint Eustatius. The total value of all projects at PPMO is 130+ million! With your work you will make a direct and meaningful impact on our beautiful island.

Duties/Responsibilities

The Project Manager's duties and responsibilities include:

  •  Being diligent and proactive, with strong planning and coordination skills, while understanding that complex projects in a dynamic environment require a hands-on and pragmatic approach.
  • Managing various construction and engineering projects, from providing input in the setup and design phase to running tenders and overseeing implementation.
  • Drawing up project plans and project objectives. During implementation, providing periodic reports and, towards the end of a project, testing delivered results against the project plan.
  • Running or supporting the tendering of construction projects, evaluating bids, preparing decisions for the Executive Council and helping the process run fairly and efficiently. Where necessary, initiating and negotiating offers and contracts and applying knowledge of UAV, FIDIC and/or similar frameworks.
  • Working closely with the Programme Manager, preparing decisions for the Executive Council and helping to navigate and clarify unexpected developments.
  • Working closely with Project Leaders and Supervisors responsible for daily and weekly progress, while keeping track of budgets and contractual commitments.
  • Managing relationships and proactively communicating with stakeholders, including colleagues at the directorates, emergency services, project neighbours and the wider community.
  • Coordinating multiple interconnected projects, ensuring effective staffing, team management and alignment across all construction activities.
  • Driving continuous improvement by transferring project knowledge, proposing process enhancements and building strong relationships with internal and external stakeholders.

Employment Conditions

The selected candidate may receive:

  • Temporary employment for a trial period of one year, with the prospect of permanent employment.

  • Salary: Scale 13, gross monthly between $6,742.17 and $8,202.26 (36-hour workweek).

  • Working hours: Full-time, 36 hours per week.

  • Allowances: Holiday allowance of 8.33% and an end-of-year bonus of 8.33% of the annual salary.

  • 182 holiday hours per year pro rata based of a 36-hour working week.

  • Benefits: Inclusion in the pension fund.

Required Skills and Competencies

Job requirements

  • Master's degree level working and thinking ability, demonstrated through education and/or relevant professional experience;
  • Minimum of five years’ (local) experience in local government or in similarly complex environments;
  • Experience in managing civil engineering projects with technical expertise in the Caribbean region;
  • Experience with the functional and staff management of employees.

  • Ability to work in a political-administrative environment;

  • Ability to network, negotiate and give advice;

  • Ability to work well with others, build relationships and cultivate trust;

  • Development-oriented leadership style, with a focus on supporting the growth and development of colleagues;

  • Clear communication skills in both English and Dutch (verbal and written). Knowledge of Dutch is considered an advantage but is not a requirement.
