Also attending the meeting were Mr Ron van der Veer, Senior Adviser on Kingdom Relations, and the newly appointed Chief of Cabinet to the Island Governor, Ms Leona Romeo.
The meeting provided an opportunity for Governor Francis to become formally acquainted with Mr Van Haersma Buma following his appointment and to discuss matters of importance to St. Eustatius (Statia).
A central topic of discussion was the gap that can arise between the adoption of legislation and its practical implementation on Statia. Governor Francis explained that, although new legislation and policy decisions may be well intended, their successful implementation depends on sufficient capacity, adequate resources and clear guidance.
For a small public entity such as Statia, these conditions are not always in place when new responsibilities are introduced. This can delay implementation and contribute to existing backlogs, despite the commitment of the local administration to carry out the work.
Governor Francis emphasised that the necessary financial and human resources should be made available at the same time as new legislation and responsibilities are introduced. Without these resources, implementation can be delayed, often resulting in disappointment among local representatives who are committed to bringing about meaningful change and improving the living conditions of the people they serve.
Under the theme “From Paper to Practice”, Governor Francis stressed the importance of taking Statia’s practical circumstances into account at an early stage of the legislative and decision-making process.
“Decisions made on paper must also be workable in practice. Early consultation, together with the necessary capacity and resources, is essential if legislation is to achieve its intended results and bring real progress to the people of Statia,” Governor Francis stated.
The meeting formed part of Governor Francis’ familiarisation discussions with key institutions in the Netherlands and contributed to a better mutual understanding of the practical realities Statia faces when implementing legislation and national policy.
