The signing took place on the island’s national day of reflection and pride, underscoring the significance of integrity as a foundational value of public service. Since 2024, the Statia Government has taken purposeful steps to embed a sustainable integrity culture within its civil service. As a small organisation with expanding responsibilities, the Statia Government recognises the value of collaborating with partners who bring established expertise. RCN, which has operated a dedicated Integrity Office since 2011, offers more than a decade of experience that will strengthen and support Statia’s continued work in this field.
Through the Letter of Intent, both parties commit to sharing intellectual and operational resources while maintaining full authority and responsibility for their own organisations. The cooperation encompasses the provision of information, the delivery of targeted training, monthly intervision sessions and case study discussions, the temporary placement of RCN researchers within the Statia Government, and the joint development and exchange of procedures, protocols, tools, and materials.
This collaborative framework is voluntary yet purposeful, reflecting a shared understanding that integrity efforts must be effective, efficient, and resilient. By combining their strengths, the Statia Government and RCN reinforce each other and build a solid foundation for integrity within both local and national governance. The agreement is effective immediately and continues for an indefinite period, with opportunities for adjustment by mutual consent. Both parties may discontinue the cooperation if required. Additional agreements will be developed to govern implementation, including detailed provisions on confidentiality and the protection of personal data.
