Statia Hosts Public Order and Emergency Law Training for Island Governors

Public order, emergency powers and the protection of human rights were among the topics highlighted during a training session hosted on Statia on Monday, 2 November 2026.

The session brought together Island Governor Alida Francis of Statia and Island Governor Jocelyn Levenstone of Saba, including representatives of the Governor's Cabinet and Crisis Management.

The training focused on the laws governing public order and emergency situations in Bonaire, Statia and Saba. Participants examined the powers available to public authorities, the legal framework for responding to emergencies and the importance of respecting human rights when exercising those powers.

The session was led by Adriaan Wierenga, an emergency law specialist and researcher at the University of Groningen and Leiden University, and Berend Roorda, Associate Professor at the University of Groningen.

Both facilitators shared their expertise and engaged participants in discussions on public order law and emergency legislation. The session also allowed officials from Statia and Saba to exchange knowledge and discuss the legal responsibilities that come with maintaining public safety and managing emergencies.

The training was organised by the Netherlands Association of Mayors (Nederlands Genootschap van Burgemeesters), in collaboration with Bonaire, Statia and Saba.
