Invitation to Local Talent: Behind the Mountain Road Project

The Executive Council of the Public Entity St. Eustatius has decided to prepare the Behind the Mountain Road (BTMR) Project. As part of this effort, we would like to invite local talent to contribute to the project preparation. We are looking for Statians who have the skills, knowledge, and enthusiasm to support one or more of the work packages listed below. 

About the Project

The BTMR Project includes the fixing and, where needed, replacement of existing public roads within the specific project area, including:

• Dr. B.W. van Biesheuvelweg (approximately 500 m beyond the Solar Park)
• Lynch Road
• Behind the Mountain Road
• Road to English Quarter

The project also includes the access roads and surrounding road network for:

• Governor de Graaff School
• Seventh-day Adventist School (Joshua N. Berkel Road)

Project Objectives

The main objectives of the project are to:

• Improve mobility and road safety throughout the project area;
• Reduce emergency response times for first responders;
• Support economic development in and around the project area;
• Create a more climate-resilient road network for the future.

The BTMR Project is currently in the preparation phase, during which the design and tender-ready contract documents are being developed.

Opportunities for Local Talent

The Executive Council has instructed the project team to actively involve local talent in the preparation of this project. To support this goal, three work packages have been identified.

Work Package 1 - 3D Visualizations and Animations

Development of digital 3D visualizations and, where appropriate, animations of the project, including:

• A 3D model of the proposed road and surrounding area;
• Visualizations showing realistic views of the future project as if you were already on site;
• Animations, such as a virtual drive-through of the new road alignment.

Work Package 2 - Cost Estimates per Design Phase (Direct Estimates)

Preparation of cost estimates during the different design stages.

A direct estimate is a detailed construction cost estimate used by the client to establish project budgets and assess the reasonableness of contractor bids.

Work Package 3 - Phasing Plan and Reference Construction Schedule

Preparation of a step-by-step implementation plan describing how the work can be carried out in an efficient and logical sequence. 

For example:

• Relocation of utilities and underground services;
• Construction of temporary access roads;
• Construction of the permanent road infrastructure;
• Completion and finishing works.

The reference construction schedule should indicate the expected duration of the works, show how the various phases relate to one another, and provide an overall planning framework for the project
